Jamiat WC Warns Government Against False Allegations on Infiltration and Demographic Change — vows to continue to oppose Wakf Act 2025 — Calls for Free and Independent Palestinian State for Lasting Peace
New Delhi, 29 October 2025: A meeting of the Working Committee of Jamiat Ulama-i-Hind was held today at Madani Hall, ITO, New Delhi, under the chairmanship of Maulana Mahmood Madani, President of Jamiat Ulama-i-Hind. The meeting discussed in detail the Waqf Amendment Bill 2025, false allegations of illegal infiltration against Muslims, the Palestinian peace issue, and current national challenges faced by the country and community.
The JUH WC also formally announced the election of Maulana Mahmood Madani as President of Jamiat Ulama-i-Hind for the term 2024–2027, following unanimous recommendations from all state units. After the declaration, Maulana Madani assumed charge in accordance with the JUH Constitution, formally announcing the commencement of the new term.
The Working Committee reviewed & approved the recent elections of state units of Jamiat Ulama-i-Hind and approved them. It was decided that Delhi, Telangana, and Assam—where elections could not be completed within the prescribed timeframe—must conclude their elections within three months.
In his presidential address, Maulana Mahmood Madani highlighted the current national situation, including the increasing challenges faced by minorities, insults to their religious symbols and terminology, bulldozer actions, restrictions on religious freedom, and the ongoing campaign against Halal practices.
He stated that the government and media are complicit in violating constitutional rights; their conduct is not only devoid of all principles, but in fact, completely contrary to them.
Their collective effort, he warned, appears aimed at reducing Muslims to a state of subjugation and making them second-class citizens, which aligns with the long-term agenda of communal forces. However, Maulana Madani also expressed hope, noting that oppressed sections of society are working with greater determination and perseverance, and Jamiat Ulama-i-Hind is committed to advancing and strengthening such continuous efforts. He further observed that it is encouraging that many of our compatriots from other communities stand with us in our pain and struggles.
The Working Committee categorically rejected recent statements by ruling dispensation accusing Muslims of demographic manipulation and infiltration. It observed that the Government of India itself has informed the Supreme Court and Parliament that it possesses no verified data on illegal immigrants, proving such statements to be baseless and politically motivated.
Jamiat Ulama-i-Hind cautions the Prime Minister, Home Minister, and political leaders to refrain from making unverified and communal statements. It urges the Government of India to present transparent and factual data before the public.
Jamiat Ulama-i-Hind has, from the very beginning, been a strong opponent of illegal infiltration and firmly believes that if, hypothetically, any such infiltration is taking place, the entire responsibility lies with the Government and the Ministry of Home Affairs. To hold Muslims responsible under the pretext of this alleged infiltration is utterly baseless and unjustified.
Regarding the Waqf Amendment Bill 2025 and Umeed Portal, the WC described the law as a serious threat to the religious autonomy and constitutional identity of Waqf institutions. It reaffirmed that Jamiat Ulama-i-Hind will continue to oppose it through legal, constitutional, and democratic means.
While expressing concern over certain procedural requirements in the Umeed Portal, the Committee resolved that since the Supreme Court has not stayed the registration process, all Mutawallis and Waqf institutions are urged to complete registration to avoid administrative complications. At the same time, the Committee appealed to the Government of India to extend the deadline for registration by at least two years.
The Committee further deliberated on voter verification drives (Voter SIR) being carried out in several states after Bihar, terming the process unsatisfactory and potentially harmful to poor and marginalized citizens’ rights.
On Palestine, the Working Committee called that lasting peace in the Middle East is impossible without the establishment of a sovereign and independent Palestinian state based on the 1967 borders, with Jerusalem (Al-Quds) as its capital. It paid tribute to the resilience of the Palestinian people and condemned Israel’s continuing genocidal assault on Gaza, which flagrantly violates international law.
The Committee urged the United Nations, OIC, and global powers to take urgent measures for a permanent ceasefire, protection of holy sites, and humanitarian aid to Gaza, and called upon the Government of India to adhere to its long-standing foreign policy of supporting the Palestinian cause at all international forums.The Working Committee decided that the Managing Committee meeting of Jamiat Ulama-i-Hind will be convened in the last week of November.
The meeting also paid glowing tributes to Hafiz Peer Shabbir Ahmad, President of Jamiat Ulama Telangana, for his invaluable services, and offered condolences and prayers on his passing.
Condolences were also expressed on the demise of Dr. Abdullah Omar Naseef, former Secretary-General of the Muslim World League; Sheikh Abdul Aziz Al-Sheikh, Grand Mufti of Saudi Arabia; Maulana Fakhruddin, former President of Jamiat Ulama Hapur; and Mr. Rahat Miyan Hashmi of Deoband.
