On September 29, 2021, a woman and a man were tied with a rope, beaten up, and paraded naked in the village by the fellow villagers. Allegedly, the two victims had been in an “illicit” relationship, and upon finding it out, the villagers committed the crime.
The incident had taken place in Dumka, Jharkhand, and a subsequent FIR had also been filed. A few accused were arrested later as well.
Against this incident, human rights organisation the National Confederation of Human Rights Organisations (NCHRO) had filed a complaint in the National Human Rights Commission. The complaint was filed by the National Secretary of organisation, Adv. Ansar Indori on September 30, 2021.
The NHRC took cognizance of the matter, and directed the District Magistrate of the district to provide the adequate monetary compensation to the victim for her rehabilitation as per the state law and to transmit the copy of proof of payment.
The monetary compensation has still not been provided, and the NHRC has issued a reminder to the District Magistrate for the same.
We had urged the NHRC to ensure a fair trial in the case, and provide adequate monetary compensation to the victim as well.

NCHRO की शिकायत पर एनएचआरसी ने झारखंड में आदिवासी महिला को आर्थिक राहत देने का आदेश दिया
29 सितंबर 2021 को दुमका, झारखंड के एक गाँव में ग्रामीणों द्वारा एक महिला और एक पुरुष को रस्सी से बांधकर पीटा गया और गांव में निर्वस्त्र घुमाया गया। कथित तौर पर, दोनों पीड़ित एक “अवैध” रिश्ते में थे, और इसका पता चलने पर, ग्रामीणों ने यह अपराध किया।
यह घटना के बाद झारखंड के दुमका में एक एफ.आई.आर भी दर्ज की गई थी। बाद में कुछ आरोपियों को गिरफ्तार भी किया गया।
इस घटना के खिलाफ मानवाधिकार संगठन नेशनल कॉन्फेडरेशन ऑफ ह्यूमन राइट्स ऑर्गनाइजेशन (NCHRO) ने राष्ट्रीय मानवाधिकार आयोग में शिकायत दर्ज कराई थी। शिकायत संगठन के राष्ट्रीय सचिव, एडवोकेट अंसार इंदौरी के द्वारा 30 सितंबर 2021 को दर्ज कराई गई थी।
एनएचआरसी ने मामले का संज्ञान लिया और जिले के जिलाधिकारी को राज्य के कानून के अनुसार पीड़िता को उसके पुनर्वास के लिए पर्याप्त आर्थिक मुआवजा देने और भुगतान देने के बाद इसके सबूत की प्रति भेजने का निर्देश दिया।
यह आर्थिक मुआवजा अभी भी प्रदान नहीं किया गया है, और राष्ट्रीय मानवाधिकार आयोग ने इसके लिए जिला मजिस्ट्रेट को एक रिमाइंडर जारी किया है।
हमने एनएचआरसी से मामले में निष्पक्ष सुनवाई सुनिश्चित करने और पीड़ित को पर्याप्त आर्थिक मुआवजा प्रदान करने का आग्रह किया था।
